New Landlord Register: What Plymouth, Devon and Cornwall Landlords Need to Know

By Mark Higgins, Managing Director, Atlantic Keys Ltd | 13 September 2026

A new national landlord registration service is on its way—and landlords across Plymouth, Devon and Cornwall should start preparing.

The Government’s “Register your rental property” service forms part of the Renters’ Rights Act reforms. It aims to improve transparency and help councils identify poor practice in the private rental sector. Read the Government announcement.

When will local landlords need to register?

The service launches on 15 December 2026, starting with the West Midlands.

For properties in the South West, including Plymouth, Devon and Cornwall, the announced dates are:

  • Registration requirement begins: 15 August 2027
  • Deadline to register: 14 November 2027

Earlier registration will be available from launch. The relevant deadline depends on where your rental property is located—not where you live. Official registration timetable.

Who is affected?

Landlords letting under assured or regulated tenancies will generally need to register themselves and their properties, subject to exemptions.

Initially, the requirement covers properties already let or becoming occupied during rollout. Requirements to register empty properties before marketing, and display registration numbers in adverts, will follow under future legislation. Government rollout announcement.

What will it cost?

The announced fee is £65 per property each year, with annual renewal. Fees will be adjusted during rollout.

Can Atlantic Keys register for you?

Landlords must start and complete registration themselves. Agents will be able to provide certain information on their behalf, with further guidance due before launch. The landlord remains responsible for the required information. Official fees and agent guidance.

What should landlords do now?

Our advice is to use the lead-in period to get organised:

  • Keep your ownership and contact details accurate.
  • Bring tenancy, occupancy and rent records together.
  • Check your safety documents and diary upcoming inspections.
  • Keep any property-licensing records accessible.
  • Discuss with your agent what support you need.

Taking these steps now should make preparation more straightforward when your registration window arrives.
